AbstractThough it draws a number of precursors, simulation-based techniques applied to traditional performance management frameworks constitute a novel approach to support public sector institutions in framing organizational performance dynamics and, as a result, improving public service delivery. This paper aims at contributing to the improvement of the outcomes achievable from the use of traditional performance management systems in the public sector by combining them with a simulation-based method named System Dynamics modeling. This article explores how a dynamic performance management (DPM) approach can give policy makers a more integrated, time-related understanding of how to address wicked problems successfully. The article highlights how an outcome-based approach to solving wicked policy problems has to balance three very contrasting objectives of stakeholders in the policy making process-improving service quality, improving quality of life outcomes and improving conformity to the principles of public governance. Bringing strategy back into financial systems of performance measurement: integrating EVA and PBC

This paper proposes a performance and cost measurement system that integrates the Economic Value Added criteria (EVA) with Process Based Costing (PBC). The EVA-PBC methodology allows us to implement the EVA management logic non only at the firm level, but also at lower levels of the organization. We discuss the role of EVA-PBC methodology in bringing strategy back into financial performance measures.
Exploring museum marketing performance: a case study from Italy

The public funding of museums should be linked to performance results in order to reward institutions that are more efficient. Performance measurement tools rely heavily on figures based on visitors numbers and tickets sold. In this paper an indicator is proposed, called PMMP (Performance of Museum as a Marketing Product) consisting of 4 dimensions derived from the four P’s of marketing. The tool is applied to two art and archaeology museums, one private and one public used as case studies in this exploratory phase.
